Russian cities have to revise strategies of development in crisis crunch conditions. The lack of new approaches to the competitiveness of the city economy and environment in terms of attracting investment and tourists and underdeveloped welfare provision and human capital is becoming obvious today. Diversification of the city economy as well as a creation of the new range of jobs are matters of exceptional importance for both big Russian cities and for cities with a mono economy.  

The concept of the creative economy considers culture and creativity as a main engine on the path to efficient modernization. Development of the new creative and cultural centers joining functions of cultural consumption and cultural production make it possible to improve the city environment.

New cultural spaces aimed at the needs and interests of the contemporary citizen become «points of attraction» on the city map because of the concentration of artistic and cultural entrepreneurship activity and the creations of new jobs. They make the city attractive to investors and develop a positive image of the city, bringing revenue to the city's budget. 

The seminar will discuss the following questions relevant to the city development: What is a potential for the new economy in Russian cities? What are our cities be like in 10-15 years? What are the costs of our cities becoming competitive? What can creative industries do for city development? Is it possible for cultural projects to overcome the current crisis which is evident in the cities?

Moderators: Sergey Zuev, dean of the faculty of state management of the Academy of the national Science and Elena Zelentsova, Creative Industries Agency director, head of Creative Industries specialization of the cultural management faculty Moscow School of Social and Economic Science.
